When a parent teaches their child to respect a Service Dog, the disabled person is grateful. Their working dog isn't torn between noticing a child and doing their job. The Service Dog is grateful, too. It doesn't get a correction for doing the wrong thing.
It is okay to ask if you may pet the Service Dog. Please don't get your feelings hurt if you are told NO. It could be the handler is under duress and needs the dog to be alert at that very moment for their behalf. It could be the dog is newly trained or still in training.

It's okay to tell the dog’s partner how beautiful their dog is, or ask questions to the human about the dog, but the best thing is to smile and politely pretend to NOT see the dog, as far as the dog is concerned. Yes, it is hard to do, but you are doing the right thing by being respectful.
